The Challenge
The Women’s EURO 2022 was a tournament made up of nine host cities across England. Sophie was responsible for overseeing the GLA’s contractual obligations to UEFA across the five matches hosted in London at Brentford and Wembley Stadium. Sophie needed to recruit an expert for the C3 planning across all five matches and any other London activations. The specification for this role included:
- Widely respected by the city-wide agencies involved in the planning
- Previous experience of command and control operations
- Knowledge of London’s landscape, relating to special events
Action
Controlled Events with fantastic support from One Plan coordinated and produced the city-wide Command, Control, Coordination (C3) plans for London, led two readiness sessions (internal and multi-agency simulations) and staffed the regional Host City control room for all key event matches.

The Results
The two readiness sessions were aimed at internal and external stakeholders respectively. The internal exercise gave the necessary reassurance to the team. The external exercise brought together all key stakeholders; giving the opportunity to test out the C3 plans and allowing time to action adjustments to the plan, ahead of the first match.
